Following the council vote to initiate a moratorium and code amendment process, staff outlined a practical timeline and next steps, including preparing findings, sending required notices and scheduling public hearings.
City Attorney Dan Acheson said staff will develop findings to support whichever moratorium type the council selects and that the city must provide a 45‑day notice to the Department of Land Conservation and Development before the moratorium takes effect. He told council: "So right now, our plan is to get that notice out this week. Assuming we do that, the next regular council meeting, where the public hearing would occur is in the 2nd meeting in September. I think September 21, if I have that right."
Staff also said the code‑amendment resolution in the council packet is silent on referral to the planning commission and that the council could choose whether to send amendments to planning commission for recommendation or retain jurisdiction. Acheson advised careful drafting so findings and notice periods are compliant with state law to reduce risk of appeal to LUBA.
