Director King summarized a Planning Board recommendation (7–0) to amend the conditional-use permit for Gift of God Street Ministries at 652–660 North 5th Avenue to move shelter beds to the first floor and add roughly 12 transitional-housing beds upstairs. He noted the amendment reflects fire-code reconfiguration and an operational plan intended to move people from shelter to permanent housing, but emphasized the site could not operate until funding and staffing were secured.
Alderman Navaros moved to table the ordinance and the motion carried on a roll-call vote (12–0). Council members and staff noted the applicant may seek the zoning approval to pursue grants, but would likely return if funding is not yet in place. "Part of their operational plan ... is that they cannot operate until they have funding," Director King said. The council’s tabling preserves the council's ability to consider the item again once operational details and funding are clearer.
