Director King told the council the parcel appeared on historical zoning maps as commercial and had been swept into R‑1 on a later city map, and he recommended a local commercial designation rather than heavier commercial zoning.
"It looks like it just got swept into an overall rezoning of the city, into R1," Director King said, explaining why the applicant sought the change and why the Planning Board recommended approval. Council members moved to suspend rules and place the ordinance on final reading; roll call produced 12 ayes and no nays. The rezoning clears a statutory land-use step; a separate conditional-use permit for motor-vehicle sales and service at the same address was considered and approved later in the agenda.
