Staff said the board would authorize the chair or county administrator to execute HUD forms and that subsequent budget amendments would recognize grant funds in FY26 and FY27. The public hearing included speakers with differing perspectives; after public comment the board adopted the consolidated plan and the related budget amendments by recorded vote.
