County awards commissary contract to EFCO Wholesale Food Corporation

Jamie O'Loughlin, presenting for the Department of Corrections, described the RFP scoring system (five components totaling 100 points) and said a committee including Lisa Lank, Larry Birx, Stacy Bell, Elaine Stoll and Julie Meslin unanimously recommended EFCO. "The committee unanimously agreed to accept the proposal from Emporia Wholesale Coffee Company doing business as EFCO Wholesale Food Corporation," O'Loughlin said.
Presenters noted the commissary supplies are supplemental to the county's food service contract and primarily consist of prepackaged snacks for juvenile detention and residential facilities with an average occupancy of about 108 juveniles. Questions from board members focused on vendor location, stock availability and price differences between bids. Mario Galena, with the Department of Corrections, said the county has not experienced performance issues with the vendor.
The motion to accept the proposal was made, seconded and approved by roll call. The meeting record does not include the specific annual spend or per-item pricing beyond the statement that contract rates were "the rates listed above," which were not read aloud in full.
