Fire District 1 approves replacement SCBA cylinders citing end of service life, DOT 15-year limit

Bridal Rosencutter told the board that Feld Fire (Edm Feld Equipment Company, DBA Feld Fire) provided a quote for replacement self-contained breathing apparatus (SCBA) cylinders totaling approximately $160,654.84 to replace units that have reached or exceeded service life. Rosencutter said the 45‑minute cylinders will replace units expiring in July, 10‑minute cylinders are intended for self-rescue/confined-space operations, and 60‑minute cylinders are intended for rapid intervention crew packs.
"The Department of Transportation has set a service life of 15 years on these cylinders," Rosencutter said, noting that some cylinders being replaced are already out of service life. Board members asked why the procurement was single-source; purchasing staff explained distributor market restrictions and the vendor’s authorized municipal sales channel justified the selection. A motion to accept the Feld Fire quote was moved, seconded and approved by roll call.
