Board approves using unspent ARPA funds to advance county radio interoperability project

The Solano County Board of Supervisors approved a staff recommendation to reallocate eligible unspent American Rescue Plan Act funds toward the county’s radio interoperability project.
Megan Richards, principal management analyst, told the board that completed contracts returned about $220,000 and a housing trust adjustment left about $594,600 available; together with other eligible balances, staff identified roughly $800,000 that could be redirected to the Motorola contract. Richards said reallocating those eligible ARPA dollars would offset non‑ARPA portions of the current contract and free up roughly $800,000 for the project’s next phase — two new towers in Dixon and Rio Vista. The board approved the reallocation by a unanimous vote.
Tim Flanagan and other staff said the county has additional funding prospects, including federal earmarks under consideration, but the ARPA reallocation will help close current funding gaps so the interoperability work can proceed.
