Solano County reports progress, limitations on ARPA‑funded broadband and digital equity work

Tim Flanagan, the county’s chief information officer, told the board the county’s ARPA investments in broadband and digital equity produced tangible local outcomes — a CPUC architecture grant, infrastructure investments for fiber in Elmira via Comcast and device and training programs that distributed tablets and offered workshops.
Flanagan said the county allocated $2.2 million for infrastructure and about $1.8 million for digital equity work, and described a library device‑lending pilot that ran into challenges when devices were not reliably returned. “Our ARPA dollars that you put to good work have actually made an impact in the community,” he said. He added that several larger grant programs (CPU C awards, the federal BEAD/NEAD initiatives) remain paused or have funds withheld by higher authorities and that some regional projects are still pending CPUC award decisions.
Staff emphasized that the county has exhausted allocated ARPA resources for these efforts and can continue work only with additional funding or successful external grants; supervisors asked staff to circulate slide materials and pursue follow‑up with legislators and regional partners.
