The Cheyenne Urban Renewal Authority voted to recommend that the governing body approve the updated blight study applied to the entire city limits, with a proviso that any future city-limit expansions require amendments to the study and that pending county-pocket annexations be incorporated after they are completed. The motion was moved, seconded and approved by voice vote.
John Brody, the city attorney, addressed the board before the vote and said: "This idea of citywide designation is a novel use of your urban renewal authority. It is not clearly contemplated in the statutes, and there are due process considerations that you should take into consideration." Brody recommended including "specific and comprehensive findings" in the designation to reduce legal risk.
