PDC finds violations by Everett candidate Nico Battle; $1,500 penalty assessed with $1,000 suspended

PDC staff presented case 178136 alleging that Nico Battle, a candidate for Everett City Council, failed to timely file required contribution (C3) and expenditure (C4) reports, failed to provide complete books of account upon request, spent at least $643.52 of general-election funds during the primary, and did not return certain general-election contributions after being removed from the general-election ballot on Sept. 9, 2025.
Staff recommended a civil penalty, filing of missing reports, and return of $1,200 in general-election contributions. Chair Jay Leach found that staff had established all alleged violations and assessed a $1,500 civil penalty, suspending $1,000 of it under conditions: $500 must be paid within 30 days; all missing C4 reports must be filed within 30 days; $1,200 in general-election contributions must be returned within 30 days unless records show expenditure of some portion during the period the respondent remained a general-election candidate; and the respondent must have no further violations for four years.
The order and any payment or filing deadlines are to be memorialized by PDC staff in a written order.
