Board approves conditional-use permit for shipping-and-courier facility at Swan Ranch Rail Park

The Board of Adjustments on Jan. 15 approved PUDC-25-270, a conditional-use request to allow a general industrial shipping-and-courier facility on Lot 14, Block 2 of Swan Ranch Rail Park (11th Filing).
Morgan Dennis, a planner with the Planning and Development Department, told the board the property is surrounded by LI zoning to the north and south, has access via Clear Creek Parkway to Interstate 25 and lies within freight routes identified by the Connect 2025 plan. Dennis recommended approval after finding the application meets all review criteria. "This is a conditional use to allow general industrial within an LI zone district," Dennis said.
Troy Spraker, the project's agent with Lamp Rynearson, was sworn and described the facility as a "nice facility," saying the operation should generate minimal truck traffic concentrated in early mornings and later afternoons and that daytime visits will mainly be vans and passenger vehicles. "So in our minds, it's gonna be a pretty low intense as intensity as far as an industrial use," Spraker said.
Aaron LeBlanc moved to approve the conditional-use request, citing UDC review criteria (UDC section 2.2.0.4.b); Charity Campfield seconded. The clerk called the roll; recorded responses included Dustin Brown (yes), Michael O'Donnell (aye) and Aaron LeBlanc (yes). The clerk announced the action passes.
If the conditional use stands, the applicant must next submit a site-plan application for detailed review of circulation, access, landscaping and other development standards. The approval allows general industrial use on the parcel but does not substitute for any required building or site permits.
