Board members raised concern that encouraging advanced on-site systems without recognizing these constraints could leave homeowners facing additional regulatory costs or later forced ties to centralized systems. One member worried that pursuing advanced on-site too aggressively could become a "double dip" if regulatory requirements later force a second expense.
