Residents warn sewer project could saddle Los Olivos homeowners and businesses with high costs

A public commenter (speaker 1) described potential economic impacts on downtown businesses if assessments and property-tax increases are high, saying that a hypothetical bond could reach “$50,000,000” and that could create “$7,000 a year in property tax increases,” which the speaker said many long-term residents could not absorb. The same speaker argued the board should consider advanced treatment systems and smaller localized systems to reduce costs and avoid trenching every property in Los Olivos.
Mark Purcell (speaker 6) called the workshop format “a little tough to swallow” when residents cannot ask direct questions and warned the board to scrutinize the Solvang option’s cost estimate (he cited Solvang’s $18,000,000 upgrade figure) before telling ratepayers it is cheaper. The board did not adopt any new assessment methodology at the meeting; directors instead scheduled a May 28 meeting to pursue a project description and requested staff to return with more detailed cost, siting and LAFCO information.
