Lancaster launches "Lancaster by Design" zoning overhaul, schedules Aug. 17'19 focus groups

Chief Planner Logan told council on Aug. 3 that "Lancaster by Design" will audit and modernize the city's land-use regulations to align code with the comprehensive plan and to make permitting and review more predictable.
Logan said the three-part project, led by Clarion Associates, will review zoning, subdivision and land-development ordinances and related rules (signs, parking, stormwater), produce an assessment, test draft ordinance language against sample plans, and then prepare hearing-ready drafts for county planning commission review and public hearings. The project team plans stakeholder and staff focus groups Aug. 17'19, a community advisory committee of about 13 members, and multiple opportunities for council participation.
Logan described the initiative's public identity as "Shaping our future into code" and said early phases prioritize listening to practitioners, residents who've used the code, and organizations that interact with permitting. Councilors asked staff to accept nominations for focus-group participants, to share the community advisory list by email, and to post focus-group times and sign-up forms promptly; staff said they expected public-facing information to be available by the end of the week and confirmed focus-group times for Aug. 17'19.
