City reports Q2 capital work; Conestoga Pines link running ~20% over budget

Chief of Staff Amanda Begay and Director Steve Campbell presented Lancaster's second-quarter capital budget update on Aug. 3, summarizing completed projects, near-completions and cost modifications.
Campbell listed completed work including a full traffic signal upgrade at Rees and Marietta and the removal of a signal at Rees and Buchanan in favor of an all-way stop, and the rebuild of a four-belt filter press and two discharge conveyors completed this quarter. He described near-completion items such as South Duke Street improvements and pedestrian improvements at Queen and Farnham, and emphasized efforts to incorporate green infrastructure in ongoing projects.
Campbell also reported that the Conestoga Pines connection from Walnut Street Fishing Area to Conestoga Pines Park is "approximately 20% over budget" and about two months behind schedule, and that staff expect to complete the project by the end of summer once outstanding items are resolved. He said some schedule modifications were made for parks projects and that construction timing for several projects is being adjusted into 2027 and 2028 as community input and sequencing require.
Campbell and Begay invited council feedback and encouraged members of the public to review the full capital plan and file comments via the city's engagement portal ahead of the proposed budget hearing in September.
