Saeed Abani, the county's chief building official, summarized major changes in the energy and building code cycles: stronger electrification measures (including expanded heat-pump requirements for water heaters), 'electric-ready' requirements for new multifamily and commercial buildings, and extended solar and battery-storage provisions for some commercial structures. Abani said the 2025 code will go into effect Jan. 1, 2026, and that permits submitted or under construction before Dec. 31, 2025, will follow the 2022 code. Supervisors asked practical questions about retrofit scenarios and the transition timeline; staff said changes apply only to new construction and that jurisdictions may adopt local amendments within statutory constraints.
The board voted 5-0 to introduce the ordinance and directed staff to continue outreach and implementation planning ahead of the 2026 effective date.
