Board approves Realized Dreams minor subdivision, rescinds and replaces Williamson Act contracts

The Solano County Board of Supervisors approved a minor subdivision application (MS 2402) from Realized Dreams that will split four existing parcels totaling roughly 426 acres into 10 agricultural lots, each larger than the 40‑acre minimum for the A‑40 zoning district. Planning staff said the project includes five owner‑farmer residential units and would convert about 342 acres of cattle pasture into row crops.

Staff noted the property is subject to older Williamson Act contracts (numbers 14 and 15) and recommended rescinding those contracts and creating replacement land conservation contracts (numbers 1391, 1392 and 1393) that align with the new parcel boundaries. Kathy Pease, consultant planner, told the board that all existing contract owners must sign the new contracts prior to recordation and that the county prepared a mitigated negative declaration under CEQA after a public review period that produced two comment letters that did not identify significant unmitigable impacts.

Grant Greer, representing the landowners, thanked county staff and said the project "complies with county policies, protects agricultural land, and provides for long term responsible use of the property." After brief board questions about Williamson Act procedures and a public hearing, the board moved and approved the staff recommendation; the clerk recorded the motion as ordered by a 5‑0 vote.

The approval includes the adoption of the mitigated negative declaration and the rescission/renewal of the listed Williamson Act contracts; staff said signatures from other contract owners will be required before recording the newly created parcels.
