Trappe Council chooses underground electrical route for ENR upgrade after cost comparison

Dan String of KCI told the Trappe Town Council that the ENR upgrade design is nearing completion and that the existing electrical supply is insufficient for the enhanced nutrient removal equipment. "The design phase of this project is approaching 90% completion and should be going to MDE for their review soon," String said.
String presented two options to provide new three‑phase electrical service: an overhead line following the right‑of‑way with no easements required at an estimated cost of $750,000 to $1,000,000, or an underground route that would require an easement from Talbot County to access the Home Run Baker property and a Delmarva Power charge of approximately $108,000 (conduit installation cost excluded). String stated that "this expense should be covered under the MDE grant as a fully eligible expense." Town Attorney Lyndsey Ryan reported she has contacted the County, which asked KCI to prepare an easement exhibit for County review and likely County Parks Board and County Council approvals.
After discussion about cost and permitting, Commissioner Michael Sullivan moved to proceed with the underground option; Commissioner Walter Chase seconded and the motion passed unanimously. Council directed staff and consultant to prepare the easement exhibit and coordinate with Talbot County for the required approvals.
