Annette Barca, a retiree volunteer, asked staff to consider rural pharmacy access—noting CVS is the only pharmacy on parts of Whidbey Island—and urged the agency to evaluate network gaps. Staff explained CVS’s network status is driven in part by rebate structures and overall plan cost considerations and said they review network arrangements regularly. Fred Yancey asked for data showing the actual price changes produced by the Medicare negotiation program and the agency said it will follow up with comparative price analysis.
