"All of that led to a proviso within the PEB budget for a $100,000, which really directs us to study the options and kind of the affordability of our retirees," Duell said. The report will include analysis on pre‑Medicare retirees (a focus noted repeatedly during the discussion) and is due to the legislature in December. Staff told board members the work will include slices of the population, eligibility and limitation considerations, and potential changes that would require legislative or bargaining authority.
