Board opens rulemaking to align PFD language with Coast Guard and to clarify Idaho reciprocity for guides

Phil Hudspeth asked the board to open two rulemaking dockets: one to update PFD terminology and performance labels to align with the Coast Guard and another to clarify reciprocity with Idaho for outfitter/guides operating on boundary waters such as the Snake River.
On PFDs, Hudspeth said Coast Guard recreational boating safety review identified wording issues; staff proposed replacing older terms with current Coast Guard language (for example changing the phrasing around foam‑fill performance ratings) so future Coast Guard grant approvals are not conditional. “The new language would include approved by the Coast Guard, and, it would allow for new labeling regarding levels and performance of approved activity,” Hudspeth said.
On reciprocity, staff explained the intent to mirror the Washington reciprocity model so Idaho guides who operate in Oregon boundary waters are required to register in Oregon (or be restricted to operating solely out of Idaho when unregistered). Staff said the statute provides authority and the actual rule language forthcoming in the rulemaking packet will reflect enforcement needs and boundary specifics.
The board voted to open both rulemaking efforts as presented.
