CSEA representative tells SCOE board of alleged Brown Act violation, files PERB charges

Giovanni Espritia, an HR technician with Vallejo City Unified School District and treasurer of CSEA Vallejo chapter 199, told the Solano County Board of Education on May 13 that union leaders had filed a second Brown Act violation related to a memorandum of understanding that was discussed in closed session and not publicly reported.
"On April 28, CSEA filed a 2nd Brown Act violation," Espritia said, and he added that since February the chapter has filed five unfair practice charges, with the first now accepted by PERB and a hearing scheduled for June 8. Espritia said the district attempted to file for impasse in negotiations, a move that PERB denied and that delayed bargaining by about five weeks. He asked trustees, "what is the district's plan for next year? Employees deserve answers."
