General manager reports on accounting vendor switch, cash position and upcoming contracts with Solvang

General Manager Savage told the board the county will launch its Workday financial system in early August and recommended contracting Civic Soul to handle the district’s accounts-payable work to save costs and gain professional accounting support.
Savage said Civic Soul could perform accounts-payable tasks more efficiently and at competitive hourly rates; he plans to present a contract next month. He reported the district cash balance is a little above $404,167 and said staff is pursuing planning-grant conversations with County Environmental Health as a potential near-term funding source for planning work. Savage also said he is preparing contract language and guardrails for potential work with the City of Solvang to ensure protections for ratepayers if circumstances change.
Savage noted he continues to solicit quotes for Prop 218 communications and polling and to search for a new audit firm as the current auditor’s term ends. No board action was taken; Savage said he will return with contract recommendations and follow-up materials in coming meetings.
