Gray’s council voted to adopt amendments to the accessory dwelling unit section of the zoning ordinance to allow one ADU per property on duplex and three‑family dwellings, in addition to single‑family homes. Planning staff told the council the change implements state LD 1829 requirements ahead of the state’s implementation date to assist applicants already preparing projects.
Planning staff said ADUs remain limited to 800 square feet and must remain accessory to the principal dwelling unit; the ordinance removes owner-occupancy provisions that the new state law precludes. Councilors discussed aesthetic restrictions, parking, and private-road impacts; staff said issues such as private-road covenant rules and road-association charges are outside town purview but could be managed by covenants. One resident with a pending project told the council he had invested in septic and site work and asked the council to act early to avoid punishing applicants who had relied on earlier guidance.
"We are moving forward with asking the council if you want to keep it or repeal it," planning staff told the council and recommended early adoption limited to the ADU provisions to assist applicants caught in the state timeline. The council approved the ordinance change.
