County staff warn Comcare crisis center construction estimates have risen; bond funding likely

Andrew Dilts, the county’s facilities director, said the county acquired the Landon Building in 2024 and expects construction documents to be ready in late February or early March, with bidding to follow. The approved CIP authorization is "just over $15,000,000," Dilts said, but he warned estimates have increased and staff will return with a CIP amendment after bids.
County finance cautioned that the project is proposed to be bond funded and that debt service would be scheduled to be repaid from a property‑tax fund. Finance staff said they are exploring whether CCBHC revenues and billable services could help pay some debt service but stressed that the allocation of those revenues is not guaranteed. Finance said, optimistically, "maybe 50% of the debt costs could be paid for" with CCBHC revenues if state costing and reimbursement allow it.
Commissioners asked for clarification on what the $22M figure includes; staff said the figure discussed includes land, acquisition and remodel/expansion costs and that some transcripted figures referenced during the meeting contained transcription errors. Facilities noted land acquisition exceeded earlier estimates (figures of roughly $4M were cited; staff later referenced a $5.4M purchase price) and that prior CIP investments in 2015 (about $4M) had prepared the earlier crisis center.
Staff emphasized remaining steps: finalize construction documents, bid the project, return with a CIP amendment once final costs are known, and present a funding plan that balances bond issuance, available cash, and any eligible state or program revenues.
