Avon’s Town Council on June 4 awarded a contract for districtwide HVAC testing, adjusting and balancing (TAB) and system assessments required by a recent state mandate.
Director of Operations Miles Altimus and Business Manager Susan Russo described a state requirement to inspect airflow and HVAC performance on a five‑year cycle. Council awarded a contract to Silver, Petrucelli & Associates, Inc. of Hamden, CT to perform the assessments for an amount not to exceed $163,000 (motion by Mr. Weber, seconded by Ms. Ausiello). Council also favorably recommended to the Board of Finance a transfer of $179,511 from an existing AHS water heater/boiler capital account to the Districtwide HVAC Assessments account to ensure funding covers the contract amount and potential contingencies.
Council members asked about possible exemptions and statewide procurement options; staff said no exemption had been provided and that statewide RFP guidance had not been issued, requiring individual districts to procure services. The contract award and recommended transfer passed unanimously.
