Avon council awards $1.95 million contract to replace Tillotson Road bridge

The Avon Town Council voted June 25 to award a contract to Yield Industries of Torrington to replace the Tillotson Road Bridge over Thompson Brook in an amount not to exceed $1,947,474. Chairman Polhamus said a quorum was present for the special meeting and the award followed staff recommendations.
The Assistant Town Manager reported the project is approved under the Connecticut Department of Transportation State Local Bridge Program and that all eligible project costs — including design, permitting and construction — are reimbursable at 50 percent. She told the Council the town has budgeted $2.3 million for the project over multiple years and that an appropriation of $970,000 is scheduled to post to the capital budget on July 1 to complete required funding. "We are looking to get started as soon as possible as there are some environmental restrictions that require us to complete work in the water prior to October," the Assistant Town Manager said.
The Assistant Town Manager also described prior local work with Yield Industries and a related owner who operates the CRCOG job-order contracting entity that has performed interior renovations and HVAC work for the Senior Center. On a motion by Ms. Ausiello, seconded by Mrs. Bratton, the Council approved the award; Mmes. Ausiello, Barthel, Bratton and Mr. Polhamus voted in favor.
The contract award includes a not-to-exceed amount and the council noted contingency funding and construction inspection services are budgeted. Town officials said work scheduling will need to respect the environmental window for in-water work and state reimbursement rules.
