Avon resident warns of rising rents and safety problems at Avon Place apartment complex

At the June 4 meeting a resident, Amy Arlin, addressed the council with concerns about ownership changes, rent increases and safety problems at Avon Place (also called Avon 46).
Arlin said UpRealty purchased Avon Place and is renovating units; she reported online ads listing a two‑bedroom apartment for $3,100 per month and said she currently pays $2,150. "They are advertising online, as Avon Park rather than Avon Place, a two‑bedroom apartment for $3,100 per month; to put that into perspective, right now she is paying $2,150 for an old renovated apartment," Arlin said, warning that renovations and new market pricing could lead to evictions or nonrenewals for long‑term tenants. She also listed security and maintenance problems including nonworking security cameras, missing lamps, slow maintenance responses and theft of a delivered floral arrangement.
Chairman Dan Polhamus asked the Town Manager for an update on a regional rent commission; the Town Manager said it’s been a couple of months since CRCOG (Capitol Region Council of Governments) last met on the topic and the chief of police was asked to investigate security concerns. Chief of Police Neil Dryfe told council that police and AMR work with neighboring towns for mutual aid and confirmed that public safety staff would follow up on Arlin’s report.
Council expressed condolences to Arlin on a recent bereavement she mentioned during her remarks and asked staff to provide updates on regional rent‑commission activity and any police follow‑up. The council did not take any immediate formal action on housing regulation beyond noting the short‑term rentals ordinance discussion earlier in the meeting.
