Avon Council adopts short‑term rentals ordinance setting two‑year permits and occupancy rules

The Avon Town Council on June 4 adopted a Short‑Term Rentals Ordinance creating a local permit and enforcement framework for rentals of less than 30 days.

Hiram Peck, Avon’s Director of Planning and Community Development, told the council the ordinance is intended to “provide some mechanism to guide short‑term rentals which are defined as a rental of a property for less than 30 days,” and to keep short‑term activity “sensible and organized in the neighborhood.” Council adjusted language so permits will expire two years after issuance, only one permit may be active per property at a time, and when an accessory dwelling unit and a primary residence are on the same lot only one may be rented at a time. The council approved the ordinance on a unanimous vote (motion by Council member Weber, seconded by Council member Ausiello).

The ordinance requires a town‑issued permit, sets health and safety standards for units advertised as short‑term rentals, establishes occupancy and parking requirements, and provides code enforcement mechanisms to ensure compliance with zoning, building, and fire codes. Town staff said the text was revised after prior council feedback to make enforcement practicable for municipal personnel.

Council members did not request additional substantive changes at the June 4 vote; the council recorded the adoption as the formal regulatory step to permit town enforcement and oversight. The ordinance text is on file with the Avon Town Clerk for public inspection. The council did not set an effective date in the discussion; implementation timing will follow standard town code procedures.
