Parks staff reported that the May 28 bid opening for Hall Park produced six bids and the low base bid came from Sands Construction for $896,482. Eric, the parks staff member who led the procurement update, told the board the project team will present the low-bid approval to the Board of Aldermen on July 6 and recommended awarding the contract if the board concurs.
Eric said the department plans to request an additional $68,500 from the Land and Water Conservation Fund (LWCF) as a 50/50 match to cover the gap between available funds and the low base bid. "The low bid, the base bid is Sands Construction, in the amount of $896,482," he said. Staff reported the parks reserve balance at about $209,899 and said using a partial reserve withdrawal plus an LWCF match would leave roughly $141,450 after the award, with a $10,500 contingency in the contract.
Staff outlined proposed contract milestones tied to the award: substantial completion roughly May 1 and final completion June 1 of the contract year, and said contract durations will be adjusted so the project will not lapse while awaiting grant decisions. The board noted the base bid excludes alternates—such as additional concrete for a pergola, decorative fencing and synthetic turf—and staff said alternates will be pursued in the next budget cycle if needed.
