"When I was mayor we put together the task force, Horizons task force, was when we took the comprehensive plan..." Steve said, adding that negotiating land and infrastructure for schools was often a decisive element. He credited staff for being proactive: "we have a great planning and zoning staff that looks at these things and gives guidelines to people so even when they get to P & Z, they know the kinds of things that they needed to have adjusted."
