County staff explain California's 5x5 dashboard and say Elite was placed in low-performing category under criteria 2

Rogers described criteria 1 (color-based, high/low extremes) and criteria 2 (status-based comparisons to statewide academic indicator averages at student-group level) and walked trustees through the tabular data used in the county's analysis.
Rogers said that, for 2025, some student groups that outperform statewide averages (for example, white and Asian groups statewide) are removed from criteria consideration, and that Elite Public Schools was assigned the low-performing category under criteria 2 due to academic indicator statuses across English language arts, math, college and career, English-learner progress and science. Trustees asked follow-up questions and staff offered to provide deeper detail into the supporting tables and status numbers.
"In 2025, Elite Public Schools was assigned the low performing category based on criteria 2," Rogers said, adding that criteria 2 is status-only and relies on student-group level analysis across two years of data.
