Elite Public Schools highlights gains, cites facility setbacks and wins $618,750 facilities grant

Dr. Ramona Bishop, CEO of Elite Public Schools, presented the charter's progress to the Solano County Board and framed the school's work under the banner "We Soar." Bishop said the school has shown notable gains on the California School Dashboard for several student groups — including a reported 8.82 percentage-point increase in English language arts for one cohort and a 16.81 point gain in math over three years — and emphasized a holistic approach that combines academics with wraparound services.

"We soar in achievement," Bishop said, describing the charter's data strategy, full-service community school model and a credentialing pathway called the Brilliance Project. She told trustees the school has expanded mental-health and community partnerships, reduced suspensions with campus-calming measures and invested in athletics and dual-immersion programming. Bishop also said Elite received a Charter School Facilities Incentive Grant of $206,250 per year for three years, totaling $618,750, to assist with the current site.

Bishop acknowledged a pending dispute over a denied high school facility project and said projected enrollment tied to that campus did not materialize. When trustees asked about three outstanding complaints, Bishop declined to discuss details in open session, noting they are confidential; legal counsel later confirmed that a response letter had been sent and would be circulated to trustees. Trustees asked Bishop to return for a separate, deeper presentation on the data and methodology behind the achievement claims.
