Staff described recent outreach with Dunn School and said school representatives indicated there may be roughly 4–5 acres that could be available for a localized treatment/disposal site. The General Manager said the district asked Dunn for a map; without it staff used an unofficial map and emphasized the need for formal terms.
Savage said that Dunn indicated interest in negotiations and that the district would prefer ownership (or a very long lease) to allow financing; "They are looking for a fair market value lease of some sort," he said, noting a 99‑year lease minimum would be preferred for financing if ownership were not available. Dunn's head, who addressed the board during public comment, said the school is willing to negotiate terms and is open to mutually beneficial arrangements.
The board discussed whether to appoint negotiators now. Counsel explained board procedure under the Brown Act for appointing negotiators and said staff can ask preliminary, non‑negotiation questions of Dunn and report back. The board directed General Manager Savage to contact Dunn and to report options back to the board at the June meeting rather than appointing negotiators in this session.
