Committee outlines lead-service-line replacement plan, flags IEPA deadlines

Committee members reviewed the village's lead and galvanized service-line inventory and discussed required submissions to the Illinois Environmental Protection Agency (IEPA). Clerk told the group that an initial plan deadline had been missed, an updated plan is due in April 2026 and a final plan is due in April 2027. "The plan has to be submitted to the IEPA," the clerk said, adding that some municipalities are being asked to adopt shorter timelines than the maximum allowed and that the village should plan for a 10–20 year replacement horizon depending on grant opportunities.
Members agreed they can complete the first part of the plan internally (inventory and public-notice items) but that engineering work will be needed to produce mapping, underground utility design, and grant-ready construction documents. Committee members noted that replacing service lines can trigger related sewer and storm infrastructure work on streets and that one example project on Line Street was discussed as a multiple-million-dollar undertaking. The committee asked staff to research engineering firms experienced with IEPA grant procedures and to include the work in future grant applications.
