PDC finds five respondents failed to file candidate reports; $1,000 fines imposed (half suspended)

The Public Disclosure Commission on July 30 found five respondents—Bruce King, Daryl Chipoto Jr., Jack McIntyre, Michael Simmons and Shana Garbage—failed to file the Candidate Registration (C-1) and Personal Financial Affairs Statement (F-1) by the deadline and imposed monetary penalties.
Jordan Campbell, presenting group enforcement matters, told the commission that none of the five had filed the required reports by the May 22, 2026 deadline and that staff recommended findings and penalties consistent with the statutory ranges for filers with no prior violations. Chair Jay Leach found the violations established for each individual and imposed penalties of $500 per report (total $1,000), suspending $500 upon conditions: payment of the unsuspended $500 within 30 days of the written order and no further PDC violations for four years.
Staff stated the respondents had no prior violations on record. The commission did not take additional remedial steps beyond the monetary penalties in these matters; staff will issue written orders documenting the fines and suspension conditions.
