Planning staff and the applicant described how zoning and site-plan review will shape any conversion or addition at 3115 Dillon Avenue.
Morgan Dennis said the parcel sits in the MR zone and that staff's recommended conditions would constrain alterations: three units maximum, a two-story limit and rear-only residential parking. He told the board surrounding structures are primarily single-story houses and that the proposed operating characteristics would align with the neighborhood.
Agent Brandon Swain said the applicant expects the third unit to be created within the basement and noted that a one-bedroom basement unit typically requires only one parking space under the Unified Development Code (UDC). “If it is a 1 bedroom unit and it's inside of the basement, it's likely gonna be a 1 bedroom unit, which recount only requires 1 parking space within the UDC,” Swain said, acknowledging site-plan review will finalize parking and landscape details.
Board members noted that administrative adjustments had previously been used to allow duplex use on the lot and that becoming a three-unit property could trigger different classifications and potentially require rezoning or replatting if separate utilities or separate parcels were pursued. The applicant and staff indicated such platting or rezoning is unlikely and would involve multiple hearings if attempted.
