Consultant praises Lemoore’s cost-allocation model, recommends annual review and tweaks

Dan Bergman, the consultant who reviewed the city’s general government cost-allocation model, told the council the city already uses a sophisticated Excel-based model and that his work focused on refinement rather than overhaul. "I quick quickly realized when I showed up is that you have a very sophisticated model already in place," Bergman said, adding that his changes included assigning additional funding sources for RTPA exchanges, SP1, road rehab and street-impact funds and recommending integration of fleet services to simplify the model.
Bergman said some prior fee studies shifted approximately $250,000 away from water and stressed that the model should be reviewed annually because inputs and departmental responsibilities change. Council members asked about allocation timing and true-ups; staff confirmed allocations are finalized after the fiscal-year audit.
