Council adopts updated master user-fee schedule, raises building permit surcharges to fund general-plan update

Consultant Dan Bergman presented the city’s revised 15-page master user fee schedule on Aug. 4 and urged council to approve updates intended to align fees with cost-of-service and to fund planned work such as a general-plan update. Bergman said changes include consolidations and rounding and noted that a typical building permit for a 1,600-square-foot home would now be "just over $1,700." He explained the general-plan surcharge increase from $0.06 to $0.18 per unit equivalent to move fee collections closer to the roughly $1,000,000 expected cost of a general-plan update.
Councilmembers discussed recreation subsidies and approved a council amendment that gives head coaches who complete a full city recreation season 50% off their child’s next registration for city-run programs. The council then voted 5–0 to adopt Resolution 2026-27 revising and updating the master fee schedule with the added coach discount; staff said the schedule is proposed to take effect Sept. 1.
