Board hears explanation of sheltered, cluster and collab classes for English learners

During the LCAP discussion, staff described the district’s instructional models for English learners and how LCAP supports some of those sections. Dr. Casas explained that sheltered classes (ELD 1–3) are self-contained and provide concentrated English acquisition instruction, cluster classes group English learners into smaller sections integrated with content classes, and collab classes pair an English acquisition teacher with a subject teacher for targeted support.
Board members asked for clarification and staff said some sections are collectively bargained to be smaller and that the district funds particular sections through LCAP when they target unduplicated students. Miss Phillips and Dr. Casas said the collab model is distinct from special-education services and typically funded to support math with two instructors.
