He acknowledged enforcement challenges and said the Administration is separately reviewing a Berea ordinance that imposes parental responsibility after repeated juvenile citations; he brought forward the helmet requirement first while broader parental‑responsibility language is developed.
Council members debated the parental‑responsibility approach: Councilor Anthony Moore worried about holding parents accountable for acts they may not control, while Councilor Anne Marie Etienne suggested the measure could be paired with education programs similar to Safety Town. Council President Brian Fischer treated the item as an introduction and asked members to submit comments before the next meeting so any definitional cleanup and possible statutory cross‑references could be resolved ahead of a vote.
