Senate bans local ID cards after debate over access and confusion

Senator Westrich (Wapello) introduced House File 22 96 to prohibit local governments from issuing local identification cards for residents. Opponents, including Senator Kornbach (Story), said local IDs do not confer federal benefits or voting rights and are useful to identify people during medical emergencies, for library access or for residents who lack documents needed to obtain a state ID. Kornbach said local IDs "are useful for identifying people who are having medical emergencies" and described situations where local IDs help law enforcement and first responders locate relatives. Senator Weiner framed the vote as part of a broader pattern of preemption by the majority. After extended debate the Senate passed the bill by roll call (31 ayes, 14 nays reported).
