The Pine County Board of Commissioners acknowledged the voluntary resignation of County Administrator David Minky, effective Sept. 4, 2025, and opened a process to identify his successor.
Commissioner [Chair] moved to acknowledge the resignation and then proposed promoting an internal candidate. The board debated three options—direct appointment, an internal search, or an external search—and ultimately amended the motion to conduct a brief internal search. Under the amendment, current employees may submit application materials to county staff by Friday noon; administration will distribute packets to commissioners by end of day Friday and schedule interviews during a special meeting the following Tuesday. The amendment passed on the board floor.
Supporters of moving quickly cited continuity and the need to backfill the auditor/treasurer role currently absorbing many duties. "Kelly has worked for the county for 13 years, has always risen to the task given to her," a commissioner said in support of Kelly Schroeder, the county auditor–treasurer, who has publicly signaled interest. Opponents asked for additional time to confer and to ensure a transparent process; commissioners agreed the board could open an external search if no suitable internal finalist emerged.
The board also formally acknowledged Minky's years of service and said staff will prepare logistical steps to ensure operations continue through the transition. No final appointment was made at the meeting; the board directed staff to compile applications and schedule interviews as described.
