DCR project for Quinsigamond State Park gets orders of conditions; DEP file number issued

The commission reviewed a Notice of Intent for work at Quinsigamond State Park (283 Lake Ave) and issued orders of conditions after staff confirmed the DEP file number had been issued and recommended conditions.
Andrew Kiel of Hatch, appearing for the Department of Conservation and Recreation (DCR), told commissioners that “DEP did issue the number,” and that DEP’s only substantive comment related to test pits — an item the commission had discussed at a prior hearing. Staff said test-pit data could be a condition of approval given the project reduces impervious area and that several standard and site-specific conditions (wetland flagging, test-pit data, tree-protection, stormwater maintenance, dewatering, cement-wash controls, equipment placement and spill prevention) should be included in the order of conditions. The commission moved, seconded and voted to issue the orders of conditions as described.
Commissioner Lindsay Nystrom recused from the vote as noted in the record; the remaining commissioners adopted the conditions and staff will track implementation and any required follow-up sampling.
