Commission says 413 Lake Ave work requires NOI after applicant confirms in-water footings

Pedro Mello, project manager for Oasis Construction, told the panel the project goes beyond board replacement and includes replacement of footings and structural members. He said, “we are replacing the footings, replacing the structure, like the beam, the the floor joists, the railing... the foot is inside on the the lake where we have 4 inside the lake, we're doing, technical metal post.” Staff advised that because active work would occur within the resource area, an NOI is appropriate; the commission voted to issue a positive determination directing the applicant to file an NOI with the expected conditions.
Commissioners emphasized the difference between RDA and NOI procedures when work enters resource areas and asked staff to follow up with the applicant on the technical filing requirements and any required mitigation.
