Commission recommends approval of Avamore HSC preliminary plat for four commercial lots

The Eagle Planning & Zoning Commission voted to recommend approval of PP-2025-10, a preliminary plat by Avamore Development LLC to subdivide a 5.63-acre parcel into four commercial lots within the Avamore development.
Applicant Brad Famular told the commission the split will support up to four tenants and that the developer delayed the application until a date was set for a nearby road underpass. Famular said, "we finally, after almost 5 years of of working, towards getting the underpass completed, we've gotten the final permit, from DEQ and Army Corps." Planner Daniel Miller said staff recommended approval with site-specific conditions and standard conditions, including that McLeod Way be completed prior to issuance of the first certificate of occupancy and that no vehicular access be permitted from State Highway 16 or Crowfoot Road. Miller also noted the parcel was shown in the master plan as Highway Mixed Use and that the application proposed strictly commercial lots.
Commissioners asked whether multiple lots could be combined by a single owner or developer and how future building façades and parking would be reviewed. Miller said building design and parking will be evaluated through future design review applications and that the highway mixed-use designation allows up to 16 dwelling units per acre (staff clarified that figure refers to dwelling units per acre). After discussion, Commissioner McCauley moved to recommend approval subject to the staff report conditions; the motion passed with aye votes.
