Brian Allen, the recreation director, showed two site scenarios: 32 vendors if only Heritage Park is used and 45 vendors if the adjoining parking stalls can be incorporated. "If we're able to use the parking lot, this jumps up to 45 vendors that we could fit," Allen said, asking council for a clear direction so staff can finalize the vendor map and accept applications.
Staff described an outstanding property‑line issue with an adjacent business (referred to in the discussion as Smoky Mountain) and said the owner had not yet provided the suggested liability waiver. Council members discussed a 3‑foot buffer line as a compromise: move booths three feet out so there is no encroachment on private property while still gaining vendor space.
Councilors also asked staff to consider alternative vendor corridors (2nd Street or State Street) and a promotional idea — a "50/50" ticket pot — to stimulate foot traffic on less busy vendor lanes. Staff emphasized that weekly road closures for the market have cost implications and that vendor layout must be set soon because applications open in roughly two months.
