City signs TDSI contract to finish pump‑house design; board seeks involvement in review

Councilman Esquivel informed the board the city signed a professional services agreement with TDSI to finish the pump‑house design and that staff expect reconstruction to begin this fall.
"We signed a a professional service agreement with TDSI to finish the design on the pump house. And, according to Jason Sanchez, they're gonna probably start, reconstruction on that this fall," Esquivel reported during the council update.
Board members asked whether board members would be included in design reviews and whether preservation‑minded treatments and materials would be considered. Charles said preliminary plans will be available for public inspection as they are developed and that any construction contract would go through public procurement and finance committee review. He recommended that staff include historic preservation board members at major milestones or provide opportunities to comment.
Members also asked about the feasibility of pursuing National Register recognition for the pump house and whether nomination work had been removed from the current contract. Staff said the nomination was not being pursued under the present contract and that tax‑credit incentives are not available to city‑owned properties in the same way they are for private owners.
