The City of Cheyenne Planning Commission voted to approve a zone change for 2900 Central Avenue from medium‑density residential (MR) to neighborhood residential medium density (NR2) and to forward an expedited preliminary plat dividing the property into individual fee‑simple cottage lots.
Applicant Brad Evans of AVI told the commission the zoning and plat together would allow each existing unit to be sold individually and, importantly, “it allows the purchasers of the property to get 30 year fixed regular mortgages on the property.” Staff said the NR2 designation permits cottage lots by right and recommended approval, noting the NR2 standards better reflect the surrounding development pattern than the existing MR zoning.
Commissioners asked about how common open space would be maintained; staff and the applicant said the development will form an HOA and provided draft HOA documents to show maintenance responsibilities for the common lot. The commission moved and, after roll call, the rezoning and preliminary plat were approved.
Next steps: the applicant must submit a site plan showing common‑space details and meet the city’s cottage‑lot criteria before final platting and sale of individual lots.
