Council asks legal review of committee appointment terms and attendance/removal rules

Members also debated whether council appointee terms (for Planning & Design and Parks & Recreation Commission assignments) should be tied to the legislative/organizational term after municipal elections. Deaver cautioned that planning bodies often benefit from continuity, but the committee asked him to prepare recommended language for appointments keyed to municipal election timing.
Separately, the committee discussed a provision that allows removal of a council member from a committee for failure to attend; several members said the rule likely reflects an older 13‑member structure and may be obsolete because current membership places all council members on every committee. The body voted 7–0 to ask Deaver to evaluate repercussions of removing that provision and return recommendations.
